Spatial Data Service Community

The Service Community was established in 2002. It is led by a steering group in which in addition to representatives from Local Government Denmark and the Association of County Councils in Denmark, the Ministry of the Environment is represented by Kort & Matrikelstyrelsen, the Ministry of Economics and Business Affairs by the National Agency for Enterprise and Housing, the Danish Ministry of Food, Fisheries and Agriculture by the Directorate for Food, Fisheries and Agri Business and the Ministry of Transport by the Road Directorate.

Chair and Secretariat: Kort & Matrikelstyrelsen, the Ministry of the Environment

Purpose

In accordance with the mandate the purpose is

  • to develop and formulate a vision and strategic framework for the spatial data development in Denmark
  • to secure the overall and concrete cooperation on data, access to data, modelling, prioritization and infrastructure in order to secure coherence between spatial data across subject areas and administrative levels
  • to promote development of coherent spatial data services and strengthen usefulness of spatial data to benefit citizens, companies and public authorities
  • to attend to cooperation between the spatial data sector and individuals and companies about joint public data projects eg concerning the XML based exchange of data
  • to prepare strategic decisions about investments in the spatial data sector including a prioritization of development projects
  • to make decisions about pricing principles and scales, when relevant, for the distribution of costs in joint projects

7 Strategic Aims

1. Responsibility, competence and division of roles
There has to be a transparent and clear division of data responsibility. Duplication of data registering must be avoided, and the responsibility for maintenance and updating must be unambiguously placed where it is most expedient and logical.

2. Pricing structure
The pricing must support the utilisation of spatial data and must not constitute a barrier.

3. Basic data
Unambiguous connections must be secured and uncertainty and doubt about accuracy and data source must be avoided. Consequently, spatial data must be georeferenced on the basis of authorized and well documented data bases or other georeferences eg address or building coordinates. This kind of basic data must be easily accessible.

4. Data descriptions
Selection and use of data must always be founded on a secure and well documented basis. Therefore spatial data must be based on common standards, data descriptions, metadata and data models.

5. Distribution and Presentation
Spatial data must be accessible to everybody and flow freely and integrated with other data in clearly defined and transparent systems eg common portals.

6. Dissemination and Deployment
Data must contribute to efficient task performance in the private sector and the public administration. At the same time increased use of spatial data must contribute to create growth in society.

7. International Coordination
Danish spatial data must be structured in accordance with international standards so that they can be integrated in interregional and European cooperation. At the same time Denmark must exercise an active influence on decisions of importance for the spatial data sector.

Annual Work Plan and Committees

The Spatial Data Service Community draws up an Annual Work Plan based on the seven strategic aims and other important georelated issues in society.

Committees are appointed to focus on investigation and analysis of important components in the establishment and development of spatial data. The work is carried out in cooperation with private and public partners.

The Annual Work Plan, members of the Steering Group, minutes from Steering Group meetings etc. can be seen on the homepage of the Service Community. They exist, however, only in Danish.
